Baton Rouge Police Department Training
On Friday, December 7, the Baton Rouge Police Department will be using the rear portion of the Rouzan development for training purposes. In an effort to support our local law enforcement, we have agreed to allow for their training exercises. We do not anticipate this activity will burden our current residents. We have agreed to allow the Police Department to use the unimproved portions of the Rouzan development for training exercises on an as-needed basis — and will provide you with advanced notice of these exercises. We feel this increased presence only serves to improve the overall safety of our neighborhood and the surrounding areas.

Community Pool & Clubhouse
The Community Clubhouse, Pool and Fitness Center buildings have been permitted with construction set to begin before the end of this year. Designs are being finalized for the pool, cabana and splash pad areas. We anticipate these amenities will be completed on or before Summer 2019.
The Children’s Playground is currently being constructed. This is the first time this design is being implemented anywhere in the United States. The playground should be completed by the end of the year. We will construct a temporary fence around the playground which will be replaced by the permanent fence and landscaping as part of the construction of the Community Clubhouse, Pool and Fitness Center.
POCKET CHILDREN’S PLAYGROUND
We are planning a swing set and slide in the pocket park in the center of the existing residential area. We hope to have something ordered within the next 30 days.
Outdoor Fitness Trail
The first Outdoor Fitness Trail station was installed earlier in October. This is the first of several fitness stations that will be constructed in the community.
TWIN SILOS / Silo Farm
The development team and our consultants has been carefully researching and planning for the preservation and enhancement of the twin silos in the heart of the development. All of the exposes openings will be closed, traditional metal domes will be constructed and doors will be installed. The silos will be completely refurbished and sealed. This work should start next week and will be completed within 2 weeks. We continue to work with Farmer D to finalize the design of the community garden. Our site planning efforts are also progressing including features like a children’s garden, raised beds, a production field, a small barn, event space and outdoor living space. We hope to have a plan finalized within the next 60 days. It was our plan to get the restoration of the Twin Silos completed before we started any installation of the community farm/garden.
LICENSE PLATE READERS
We have worked very closely with the District Attorney’s office and the City Police regarding our installation of license plate readers at all residential entrances. We have been advised that the readers read and record all license plates entering into the residential neighborhood and check them through a City/Parish administered data bank to determine if the car is stolen or is subject to some police action. It will also provide a record of anyone coming into the neighborhood around the time of any issue that we may have. The cameras are very expensive but we are willing to make the investment in the safety of our residents. Our cameras are wired and we plan to start installation within the next 2-3 weeks. We are working with Woodchase and Pollard to have them put cameras at the two existing entrances from Perkins and Quail Drive to create one big envelope around all three neighborhoods.
New Street Lighting
The installation of new street lighting has begun. One of the new lights has been installed if you would like to see what we have selected. We have started in the new phase of the development to allow for increased lighting and safety as we remove the currently installed lights in the existing residential areas of the community. With good weather, all of the lighting in the new section will be completed shortly after the new year. The replacement of the existing lights is estimated to take an additional 30-45 days.
Street Tree Installation
We are currently planting at a pace of 40 street trees per day. In all, more than 600 mature trees will be planted as a part of this effort.
We are very excited about the design of the bridge which will link the residential component to the Town Centre. The bridge is under design and will be completed in early March.
NEW STREETS / ACCESS TO PERKINS ROAD
You can see we have considerable infrastructure under construction in the commercial component. Once completed, Rouzan Avenue will be completed which we anticipate opening in March of next year.
Sprouts Grocery Store
The Sprouts Grocery Store is currently under construction and is slated to be complete and open for business by May 2019. We recognize that the walls under construction aren’t very attractive. Although this is not our development, the plan is for the installation of large “living wall” components attached to the walls as well as landscaping and the installation of trees along Perkins. This will considerably improve the look of these walls under construction.
South Branch Community Library
The Metro Council approved the Library on November 14. The next steps are the City’s inspection of the property, retaining an architect, preparation of plans and specifications, selection of a contractor and construction. Although we are not involved with the City’s process (other than approval of the design), we anticipate that it will probably be 10-12 months before any construction will begin.
We are working with Tessa and Derrick Holloway, owners of Kidz Karousel Child Development Centers to finalize a location to build their sixth early childhood development center in Louisiana. Kidz Karousel will provide full-time child care services and educational programs for children ranging in age from 6 weeks through 5 years old. Before-school and aftercare services will be available to children 6 to 12 years old. The facility will offer services from 6 a.m. to 6 p.m. year-round — including holiday care and summer camp. This will be a huge asset for Rouzan.
RESTAURANTS / COMMERCIAL BUSINESSES
We are working with numerous restaurants and commercial businesses to find the appropriate locations. While we cannot detail any of the prospective businesses at this time, I can assure you we will have a lot of good news to come on this in the future.
